(This question asked because you say "xubuntu", which suggests that you're using the Thunar file manager, which you can configure as per the destructions at: http://thunar.xfce.org/documentation/C/preferences.html#preferences-behavior )
Yes, that gives single-click in Thunar (analagous with the same settings in Nautilus if you're using gnome/ubuntu) but no effect at all on a KDE application running in xubuntu.
As I said it did used to work but I suspect that the change from KDE3 to KDE4 stopped it somehow.
