Largely a matter of personal preference I think.
I'd probably use Ruby or Java myself.

I plan on using a cross-platform tool (awk comes to mind) but as I don't have any real skills in anything (I used awk many years ago but not recently) I thought it best to come at it with a clean slate, as I will want to re-use the skills I pick up (almost entirely on Linux).
