Have you run ptal-init setup?
As I understand it HPLIP replaces ptal-init. I have run the HPLIP startup, it's in my rc.d directory startup stuff:-
rc.hplip startup... and it runs OK.
You also need to make sure this script runs BEFORE the cups daemon is started.
