...try Borland's JBuilder. The lowest version (personal or foundation) used to be free for non-commercial use - although it lacks J2EE wizard things (found in pro or enterprise editions) it can still be done manually.
Its written in Java itself, and is well supported by 'opentools' on the borland community website.
