Unfortunately, RedHat have decided to discontinue it. It doesn't appear to have been worked on for 2 years or more, judging by the timestamps on the ftp site. A quick scan through the manual suggests it shouldn't be too hard to update or rewrite it and make something similar. qdisc might be something else to combine and use with it.
