http://www.pcisig.com/ It looks like "only" $500 for a copy of all specs in PDF form. Such "open" standards. There are also a few books on PCI, eg. "PCI Systems Architecture" by Tom Shanley, etc. Tanenbaum covers it briefly (~6 pages) in "Structured Computer Organisation".
