No, the CC should be default, in my opinion. Some lists are very slow for some people, so an "express copy" of replies are helpful...
given that I explicitly request replies should go back to the list there seems to be no excuse.
...but that is broken behaviour, yes. I should see if I can fix my client combo (snlist+sn+slrn) to respect the Mail-Followup-To. Can't be too hard, surely? ;-)
