ATA100 just works out of the box, well it has done for me, AGP 8x is a bit more complex in that it will work but not at 8x as there doesn't appear to be any drivers for it yet (the via kt400 chipset anyhow) but then seeing as 8x doesn't really make a difference over 4x this is not so much of a big deal.
As Keith said btw, check your psu this is an interesting article on the subject http://www4.tomshardware.com/howto/20021021/index.html also is your cpu overheating? it could be that the heatsink is loose or the thermal compound has been applied incorrectly. Perhaps try running something to get the cpu to 100% and see if it will reliably lockup then.
