No, it doesn't, and it is probably this that gets Debian its repuation as not being for beginners.
A lot depends on what you know about your hardware. On my home PC it was very straighforward because I had built the PC myself and knew what hardware was in it. On one of the PCs at work I had to ask to find out what sound hardware had been integerated onto the motherboard so as to be able to load the correct kernel module for it.
With the move to XFree84 4.1 there is a new imporoved X setup program in Debian. It still runs in text mode but from memory it wasn't hard to use.
