There are a couple of initial tests you might want to do
Some laptops power down pcmcia devices on battery power or it may be an issue with the pcmica interface itself.
Does lspci show the card ? Is there anything in /var/log/messages that indicates if the card is working or not How are you configuring the wifi ?
Also be aware that what you may call PCMCIA can be either a 16bit PCMCIA slot or a 32bit Cardbus slot. Anything from about 2000 onwards should certainly support both but older machines may be 16bit PCMCIA only. The cards I think are mechanically identical.
Check to see which one your wireless card is and if Cardbus then check that the laptop supports this.
