I had never used pulseeffects until your message popped up. I have just installed it on mint 20.1 Ulyssa with Mate desktop 1.24.0.
Everything seems to work just fine for me.

Correction - on further experimentation there are two effects which remain greyed out at all times. These are "compressor" and "equalizer".
