Yeah cost on metered calls is prohibitive.
Don't forget Localtel, a calls and access BT reseller, who offer free off-peak calls to their ISP, screaming.net, which uses PAP and works fine under ppp.
At unreasonable hours, screaming.net is basically as good as any other ISP and a news server is promised "soon". See http://www.localtel.co.uk
Last month, I got 3700 minutes of connect time to screaming.net for the princely sum of 20 new pence.
