I've had USB working on Mandrake 8 before (a Zip 250). I can't remember if I had to recompile the kernel (although I probably did anyway :). Have you tried the Mandrake hardware config tool (HardDrake?)? I suspect the USB modules for the kernel are available by default, it should just be a case of selecting a few options in the config tool.
If it doesn't work out of the box you'll probably need to recompile the kernel. All the stuff you need is under (unsurprisingly) USB Support in the config menu for the kernel. If you're trying to get a USB storage device working you'll also have to select SCSI emulation.
