Ok:
Option 1) Try links in a local shell, and see if it can cope with the web pages, which, presumably, are management screens of some type. It may well solve the problem.
Option 2) an OpenVPN tunnel from the boat (acting as a road warrior) to your intermediate host, using "OpenVPN user classes/policies" to control the access thereafter. See http://openvpn.net/index.php/open-source/documentation/howto.html#policy.
