I saw that you posted to uk.comp.os.linux about this also, a suggestion to attract people would be perhaps posting in the newsgroup uk.local.east-anglia but I wouldn't hold out much hope as there are so many trolls there now :)
Anyhow, I would think that the best (only) way to find out if there is interest in Essex would be to get a venue and date for a meeting and try and make as many people as possible aware of it and see what happens.
