Hmm, this is a good question. So the Help button eventually leads you here: http://support.mozilla.com/en-US/kb/Managing%20file%20types#w_adding-downloa... treating "mailto:" as a "content type", but still allowing only the alteration of existing content types. I wonder what happens on this Firefox-without-any-Applications-configured when you attempt to follow a mailto: link in a document? Thankfully I don't have to deal with the Firefox interface to Gecko too often. (I'm such a browser snob!)
