As you say it's a PCI modem I assume its internal, is it a so-called WinModem?, cause if so then you may have a problem.
Check to see the chipset your modem uses. If it is a conexant HCF or HSF they have linux drivers at http://www.mbsi.ca/cnxtlindrv Both my old desktop and my laptop use HCF chipsets. I used the drivers to get my laptop modem working, it was just a case of downloading the correct driver for my kernel - very easy to get working.
