Your suggestion didn't work, however I did find a solution.
Open terminal and type xfce4-panel and press enter. Then type disown and press enter and then close terminal.
It has worked although I havent rebooted yet to see if it will stay there.

Actually, if that doesn't work (and it may not) what they suggest is right click on the top panel and add main menu.
Which sounds terribly simple so if it turns out to be more complex than that, sorry.
