What on earth is wrong with ssh (or VPN) inwards to the boat via port forwarding on the router? You can nail down the access to specific IP addresses.
It can't be done because the boat is behind a NAT firewall, i.e. there are no interfaces visible from the internet. I have no control over the NAT, it's in the marina's WiFi.
