I'm currently using Nexcess.net for my hosting. They're US-based, but I've found them to be very good in terms of both connectivity, support and uptime. I've constant IMAP connections on a a number of accounts with them and have never had any problems with it being slow.
Prices start from $6.95 per month (or $83 per year) for 500Mb of disk (which you can use as part of the email quota) and 15Gb bandwidth.
They're very good value for money and they're also one of the few web hosting companies to offer Barracuda Spam Firewall email protection (which is a hardware appliance that handles anti-spam and anti-virus - I'm pretty sure it uses a bastardised version of SpamAssassin) and it works quite well. That's in addition to SpamAssassin on the web/ email server itself.
IMAP, POP3 and authenticated SMTP supported. PHP5 and MySQL 5 supported, Apache 2.0.54 web server. If you go for any other package lower than Gettin' Hits then you can add SSH access for an additional $5 per month.
