I haven't quite written the system yet, it's sort of in a midway state because I've not quite decided how to write it yet (lame, I know ;)

Should be *reasonably* easy to work out how to use it, if you've got any problems I can be found on IRC on irc.alug.org.uk in #alug or, alternatively, normally somewhere near the end of an e-mail client! Beware, occasionally I disappear for a few hours at a time (usually sleep... but there have been times where I've been working rather too hard to keep up!).
I have added Eli and the image to the site, but that's *it*... I haven't added all you other lot and your captions... so, if you'd like to register and send them in, that'd be fantastic!

Steve jumped to first place on the list when his votes matched sfr's but Joe didn't jump to the top when his votes matched the other two.

Nothing fishy going on at all... here's how the sort works: first, sort by votes second, sort by date submitted third, sort by id
Now, it does that descending, so, if there are 2 people tied, the one that appears first is the one that was submitted *last*. Couldn't think of a nicer way to do the sort, personally!
So Steve isn't winning, he is in a 3 way tie.
Apparently so, at the moment - still time for more people to join the fun though... ;)

Yes I guess that is a bit tricky.
I was thinking that if two captions tied at X votes then the one that got those votes first should be at the top of the list and perhaps be declared the winner (if we didn't want to bother with a tie situation) but I guess that breaks the feature of being able to change your vote (or at least complicates it somewhat)
