Your project manager appears to have a real problem with keeping his various roles apart. The Smoothwall website mentions *both* VA and a project to start a new LUG. While it makes it clear Smoothwall is not a VA project, it does no such thing about SUK-LUG. It may surprise you that some southern English LUGs are taking this combined with Richard not answering requests for material as offensive. OK, it shouldn't surprise you, but it may ;-)
