I'm looking for the same thing - am about to check out kallery, which presumably you've looked at already.
There is a free but not OSS package called Rev Media, which will do it. That's the free version of a hypercard derivative. It will do the job just fine.... but its not OSS. You will have to do a bit of programming, actual coding, but its very easy indeed to get started and do a slide show, it won't take you more than an hour to learn all you need for that.

It (kallery) doesn't really provide much narrative does it. None of the demo sites I found from the kallery home page has anything more than a series of pictures with titles.

I can't find this at all, searching for "Rev Media" comes up with zillions of hits but not what one wants. I tried adding a few more search terms like 'story' and 'photo' but still couldn't find it.
I'm actually probably going to go with a blog application or, more likely now, a wiki of some sort to get what I want. I'm seriously into configuring and playing with DokuWiki at the moment.
