If the tgz is a slackware package, this isn't true. Of course, there are many differences between RH and slackware that may trip it up, as you correctly note.
It's up to the writer(s) of Turboprint if they give you the source code or if they demand money to use the software. It's up to you if you accept their conditions or choose something else.

Actually, if you get the source under a Free licence and it's being a troublesome printer, it may well be worth paying them.
