Have a look at apt-zip. You run apt-zip on the slow machine and it writes a script to download the required packages which you then take to the fast machine. After downloading the packages you take them to the slow machine and run apt-zip again to install them. It was originally written to use zip disks but you can now specify any storage location you want AFAIK.
