Yes. Resize your graphic in gimp first, as it will produce far better results than a browser resizing on the fly. Not all browsers support HEIGHT and WIDTH tags either, so your page may look terrible in those browsers.

Nope, but do you need any other reason? I hope not! Oh, and I lied, there is another reason - photoshop or similar will do a *much* better job of scaling images than a browser can.
