Many thanks to Ricardo and Ian for suggesting to set "Compare pages = NEVER". This seems to improve the situation but not cure it in all cases. It still seems as though it doesn't know where to look when it finds the modem not connected.
A rare case of one up to the DOS browser, I suppose!

It sounds like it trying a DNS lookup on the host part of the URL before it gets round to looking in the cache. In that case you may find that a DNS caching daemon like dnrd would help.
