Unfortunately...... Regarding the problem with using ppp as non-root, I can now connect to the net as both root and non-root but find that Netscape and Lynx behave as if there was no connection. This happens both non root and root, it was OK as root before. It's probably something pretty obvious but I can't puzzle it out. Any ideas? Please?

Have you read the PPP-HOWTO, section 11 is about how to use PPP with/without root privileges.
Do you have a weird firewall? Do you run squid (www-cache)? that might explain the web browser problem?

OK, solved that problem thanks, but now have another. Has anyone experienced their browser 'stalling' as netscape has it and not restarting? The connection stays up, just nothing happens. If I try to reload the page sometimes it will, sometimes hangs at a different point. It isn't just confined to netscape, I've tried other browsers. It's just a stndalone machine, no firewalls, I don't know anything about squid although I have tried without success to use the Demon autoproxy.

Sounds like your DNS requests are timing out. If you set your dns (in /etc/resolv.conf) to a machine that can't be reached while netscape loads it may stall for ages.
I have a script to reorganise my DNS once pppd starts.
