First try running it from a console so you can see the error messages.

Kaffeine is just an alternative front end for the xine project..Do a google search for your distro + xine DVD as the method to get the relevant libs to play encrypted DVD's varies wildly between distros because of the legal issues surrounding dvd-css
With ubuntu is was a matter of following a Ubuntu Wiki page called "Restricted Media" and adding a couple of repositories to get the additional packages.

One of those USB2 or Firewire Capture interfaces would do it (you also used to be able to buy PCI video capture cards sans TV tuner) but I am not sure about the quality you would get....Alternatively there are a few LCD panels on the market that have a composite input.
Or at least one product I have seen that will convert Composite to VGA so you can use a spare VGA input or Monitor.
1. The way I got around this at the office when we had a GameCube in the kitchen, was to use an old Commodore Colour monitor (that I carefully resprayed black and added Nintendo badges to) Again like you I wanted to avoid buying a TV license just to use a games console.
