[...] but maybe a BBC weather map approach would work to reduce the height it required. Perhaps then some key images (like Norwich cathedral, but also those of Ely/Peterborough/etc) could be superimposed on it, making it more "3d".
For Norwich, there's a picture by some migrant on URL:http://www.earth.li/norwichguide/ the Open Guide to Norwich but of city hall, not the cathedral. I think I saw almost that same shot being used on wikipedia, but without the xmas lights.
Barry Samuels has kindly told me that we could use pictures from URL:http://www.beenthere-donethat.org.uk/ his trave guide which includes Suffolk, Essex and Cambs for the ALUG map.
