As far as I can tell, only modified source is excluded (although patches aren't, so you could do a modifying package, which makes a nonsense of the restriction IMO). It's like the Artistic with several clauses missing and aimed at keeping the author in control/informed. Almost certainly doesn't meet the OSD or DFSG, I'd guess.
Yeah, my problem was that I needed some code for a GPLd project which worked out bitrates of mp3s (see muse on www.earth.li/projectpurple) for a streamer.
I think I just found it somewhere else in the end, but mpg123 has by far the best mp3 player code under linux.
