I believe Exim can do most of this, but I don't know about web-based admin for it. It depends what level of admin you need, I guess. Maybe digging around the normal software directories will help.
Another one to look at is probably Courier or Cyrus, I forget which is the freer. I think Courier, but doubtless someone will correct me.
