This kind of thing pisses me off, however this is related to the general defense of laws put in place by the American government. More exactly, our problem with this appears to stem from the fact the original law was passed. The key question appears to be why this law was passed and what can be done in the future to stop this happening again!
This also seems to be related to the general problem of the introduction of more complex technology into society, which is governed by people who don't understand it. Unless something is done, this is only going to get worse.
Ideas to stop this in the future, comments on the above?
