I presume that the Gimp has similar functions (largely) to PSP or Photoshop...
Ascertain size of photo with border.
Create new blank image twice the size (linearly).
Using the clone tool, transfer your original image (4 times) to the new image.
Save and print on suitable paper.
That's how I do it - with Paintshop Pro
