I'm pretty sure Ekiga will work with any good SIP/RTP (Session Initiation Protocol / Real Time Protocol - I think) account provider, some of which are free. Most of them charge you to call to/from outside phone numbers, but so does Skype. I actually use Linphone, but I got that working more than 5 years ago so I'm not sure it's state of the art.
