It's hard to tell what you mean here, /root, by default, should be getting SFA in it. If you mean /, and you're talking about the /var/lib/apt/cache package cache, then you probably want apt-get clean (which will clear it entirely) or apt-get autoclean which will leave the latest version of a package in the cache.
If it's actually stuff in /root it'd suggest that you're routinely logging in and running stuff as root, which you really shouldn't do.
