Depending on what you want to use the VPS for, I'd rank them in that order.
Hetzner are solid and cheap. You get 1 vCPU, 2GB RAM, 20 Gig of disk and 20 TB or traffic per month for less than 3 euros a month. I have two servers with them.
ITLDC are dirt cheap but a little flakier. And they are Ukrainean if that sort of thng bothers you. Still, you get 1 CPU, 1 GB RAM, 10 Gig of disk and unlimited traffic for 3.5 euros a month. In fact I got a superb deal a few months ago (they run offers now and again) and I got one of their SSD VDS 2G options for less than 27 euros for a year! I have two servers with them too.
DigitalOcean are fairly solid, but beware their traffic charges if you run a high bandwidth application. (Though I actually run Tor nodes at both Hetzner and DO, but I get free unlimited bandwidth at DO because I was "grandfathered" in to their final offering as a long term users.
