Well, I'm not called Steve, but I did get my Epson scanner working under Mint 19.1, eventually. It was a considerable PITA. What kind of scanner have you? Perhaps I can help?

Thing is, Huge, I've also tried plugging it in and nothing happened,
Define "nothing". The scanner powers up, but when you plug it into the PC nothing happens?
