Ask http://www.freecharity.org.uk/ if they can help. WordPress is supplied by default (so that means PHP?) but can be removed. I can't comment about reliability as I've not been using them long. I think they'll appreciate contribution to costs if/when you can. Tell them to blame me for the referral, if you want.
If you want full-on commercial hosting, mail me off-list and I'll see what I can do.
