Kmail does/did this as well but I am sure in that case there was a way of turning it off..Evolution also does it with light grey rather than blue. With Evolution of course you can't turn it off because the Gnome developers don't want you to (get me drunk and ask me about tooltips...grrr)
I presumed it was there for the benefit of people who struggle to follow a row of data across multiple columns. (there is a word for it I can't think of and it happens to different people at differing row lengths). It seems a bit unnecessary given the width of your average email or kopete window, particularly for kopete because there is only one column of information.
I am guessing that a KDE interface designer borrowed from the old wide carriage tractorfeed line printer paper (which had green stripes for the same reason) and then they thought they'd follow the theme into other "K" apps (for consistency) where it becomes unnecessary.
