No, he's not too paranoid. Under proposed legislation it will be an offence not to disclose an encryption key -- even if you do not actually have the key.

Well, apparently some civil liberties group has sent Jack Straw an email with an encrypted message which contains details of a crime that has been committed. They then destroyed all copies of the encryption key. Now they intend to tell the police that he has this info.
Subtle, huh?
