I don't have anything like the graphic skills to pull this off, but my first thought was something based on a map of East Anglia. Obviously the area is the wrong shape for a banner (too square), but maybe a BBC weather map approach would work to reduce the height it required. Perhaps then some key images (like Norwich cathedral, but also those of Ely/Peterborough/etc) could be superimposed on it, making it more "3d".
