It's in the xine readme somewhere. I haven't got it to hand, but if memory serves, it involves just copying the various files to a special directory[tm]. I think it's a bit of a grey area legally (if you're bothered by such things) if taken from your own copy of windows, and it's non-open code so it will 'pollute' linux too (again, if you're bothered by such things).
As to what codec is short for (if anything)...
