today I finally got the end of my tether and made a complaint to Oftel. Four hours later I am still getting apologies from BT,
Well done. The Trading Standards people may also be interested since BT did not provide the service which they had contracted to provide.
This course of action is, we hope, now irrelevant but is worth bearing in mind if BT still do not provide the service from here on.

I have never been able to connect to BT Internet through Linux.
FWIW I use Freeserve Anytime (although not with ISDN) and have been very satisfied. 13 quid a month, unlimited connection, decent connect speeds (49.333K almost every time) and a stable connection. Plus a free month when you start. I am just a few miles south of Norwich.
Only fly in the ointment is that I seem to remember needing to use IE to set up the account. But that's not such a big deal really. Oh yes and there are two-hour cut offs but that does not trouble me too much either.
