Not sure what you mean by a "a non-existent 'root' address" as .no is the tld for Norway and the domain goo.no is actually registered and resolves although the subdomain gaa.goo.no doesn't exist.
OK, I get the same result if I go to bla.bla.bla for instance.
What I meant by 'root' was a domain name with no sub directory or file name after it. If I go to a valid domain with a non-existent path after it I get the expected error from the domain server.
