Oh no, not unless rpm has become a lot less chaotic and they've added a lot of clever stuff to gnorpm. When he says apt-get goes and installs what you tell it, he means and all the right versions of the stuff it depends upon too. Very nice if you're used to playing "hunt the rpm".
