I have had success in the past with gnomemeeting on Linux and netmeeting on Windows playing nicely together, however some tweaking to your Firewall or Router at each end will be required.
It has the advantage on the Windows end that it is (on all modern versions) installed by default (although very well hidden in XP) Also because it is pure point to point, it doesn't rely on a central login server (that can change it's protocols every 5 minutes to break third party clients) or any silly Microsoft Passport rubbish.
However the disadvantage I suppose is that it seems to be pretty much a forgotten artifact of the pre MSN messenger days. Still most people at least have it (even if they don't know it)
Gnomemeeting will work with any v4l compatible Video device.
