Depends on the smudge. If the smudge is in an area of a similar colour - e.g. a smudge in the sky, then..
Zoom in. Select the Clone Tool (looks like a rubber stamp) Somewhere near the smudge, find a colour/area that matches what you would like to replace the smudge. Control Click on that area. Then move the mouse over the smudge. Press the mouse button and hold it, and drag it over the smudge. The smudge will be replaced by a copy of the area around where you ctrl-clicked on.
