Not when you have the charset set incorrectly in your mail headers you can't.
You have:
Content-Type: text/plain; charset=ISO_8859_1
You want:
Content-Type: text/plain; charset=ISO-8859-1
set charset="iso-8859-1"
in your .muttrc might do the trick.
