Liar liar knickers on fire! I have a menu bar in my install of gimp, at the top of the workspace.
Just for reference, I'm running Gimp 2.2.3 in debian unstable on amd64, but the same is true in Gimp 2.2.3 on the debian unstable box at work (i386).
